About the Queensland Pharmacy Business Ownership Council
Established on 1 September 2024, the Queensland Pharmacy Business Ownership Council (Council) is an independent statutory body under the Pharmacy Business Ownership Act 2024. The Council's primary mandate is to regulate the ownership of pharmacy businesses throughout Queensland, to promote the professional, safe and competent provision of pharmacy services by pharmacy businesses and to maintain public confidence in the pharmacy profession.
The Council’s responsibilities are broad and impactful. The Council will oversee the licensing of approximately 1,300 pharmacy businesses, ensuring that all owners meet the legislative requirements set out in the Pharmacy Business Ownership Act 2024. This includes verifying the ownership structure of pharmacies, monitoring ongoing compliance through regular audits, and taking enforcement actions where necessary to uphold the law.
Beyond its regulatory duties, the Council will serve as an advisory body to the Minister for Health, Mental Health, and Ambulance Services and Minister for Women on issues related to pharmacy ownership and regulation. The Council is also tasked with maintaining a register of licensed pharmacy businesses, enhancing transparency and accountability within the sector.
The Council operates with financial and operational independence, supported by an annual budget of approximately $3.4 million, funded through licensing fees. The Council's headquarters will be located in Brisbane, staffed by a team of around 11 full-time employees dedicated to supporting the Council's functions.
As a statutory body, the Council is governed by the principles of integrity, impartiality, and public interest. It is also subject to the provisions of the Financial Accountability Act 2009 and the Statutory Bodies Financial Arrangements Act 1982, ensuring that its operations are conducted with the highest standards of governance and accountability.

Role Summary - Chief Executive Officer
The inaugural Chief Executive Officer (CEO) of the Council is a critical leadership position responsible for guiding the Council's operations and strategy to fulfil its legislated functions. Appointed by the Governor in Council, based on the recommendation of the Minister for Health, Mental Health, and Ambulance Services and Minister for Women, the CEO will report directly to the Council and play a pivotal role in establishing the Council as an effective regulatory body.
As the inaugural CEO, the appointee will be instrumental in shaping the operational framework of the Council, setting up processes, and ensuring that the Council’s functions are carried out efficiently and in full compliance with the law. This includes overseeing the licensing of pharmacy businesses, managing the Council's staff and resources, and ensuring that all regulatory activities are conducted with the highest standards of professionalism and integrity.
The CEO will also play a key role in external relations, acting as the face of the Council in interactions with stakeholders, including pharmacy owners, professional bodies, and government agencies. Building strong relationships with these stakeholders will be essential to the CEO's success in promoting the role of the Council and ensuring widespread compliance with the new regulatory framework.
In addition to day-to-day management, the CEO will be responsible for the financial stewardship of the Council, overseeing the administration of the Council’s budget, and ensuring that all operations are conducted within the financial guidelines set out by the relevant legislation. The CEO will also have a significant role in shaping the culture of the Council and fostering a high-performing team.
